Description:
When opening a spreadsheet with contitional formatting at different sheets,
only one sheet's formatting is shown after changing the formatting. Example:
One book with two sheets and different conditional formatting at each sheet.
Open book change range of the formatting on one sheet and after you can not see
the other sheet's formatting unless re-opening the book. (Only tested in
Windows 10).

Steps to Reproduce:
1. Make book with at least two sheets
2. Add different conditional formatting to each sheet
3. Save and close
4. Open
5. Change range of the conditional formatting on one of the sheets
6. Try to access the other sheet's conditional formatting - can't on my
computer . I have to save and close and then open the document again for every
change in the conditional formatting (unless only changing the same sheet's
concitional formatting)
Actual Results:
Please try. I can only access one of the sheet's conditional formatting on each
opening.
Expected Results:
You should be able to change the conditional formatting on every sheet
regardless which one you change first after opening the document, and now I
don't want to write any more nonsens in this bug report.
