ooo502-1.doc: with INDEX field on the back page - should be in balanced columns

At the end of a section, columns should be balanced. That broke for one special
document with a 25.2 commit (backported to 24.8.1)

Steps to reproduce:
1.) open ooo502-1.doc

An extra page has been added to the document. On what should be the last page,
the INDEX fills the first column, and the second is nearly empty. They should
be balanced (and they are after right clicking and updating the index).

Heh. The balancing started as well in 24.8 with mike's prior commit. Not
balanced in 5.3, 6.3, 7.3, 7.6. It looks like this worked by accident. So this
is just exposing some existing features/flaws and can't really be called a
column fix or a column regression.
