IIUC, we can install or remove languages together with their localizations,
like for French or Spanish.
Only in special cases there are different features for en_GB/en_US or pt/pt_BR.
Some would like to keep only a specific localization, and remove others. There
were few Ask tickets also.
Idea is to make localizations subfeatures of a certain language, so that they
may not be selected in installation, or removed later.
