Start with a Draw or Impress document.
Open menu Format. You should see an item "Theme...". If not, use LibreOffice
with a clean user profile.

Go to Tools > Customize, tab "Menus", target "Format". You see an item
"Theme..." (below the item "Bullets and Numbering..."). Its tooltip shows:
Label:Theme..., Command: .uno:ThemeDialog, Tooltip:Theme

Now search for "Theme" in the "Available Commands" list.
Error: A "Theme" item does not exists.

The user has no way to define a short cut for the command or the add it to a
menu in case it is missing (which happened to me).
