hi,
This idea has ALREADY been implemented in various software,
a good example is KDENLIVE,
World's No. 1. Free video editing application :)
The point is: you arrange your toolbars,
and you are able to save the arrangement, the layout,
how the toolbars are situated,
which one is visible and at which part of the screen.
In KDENLIVE it is a very complex thing, cause the layout can be dynamically
resized by dragging borders, and elements can be toggled visible / hidden...
In Writer, however, it could be very-very easy to implement it.
To save the layout, you only have to save the data that already exist:
which toolbars are visible.
If this data could be saved somehow, we would already have a "layout"...
- - - - in addition:
Then, above or below "Save this Layout" another could be added:
"Load layout"...
it could be a dropdown like with "View / Toolbars"...
In the list, there would be all saved layouts.
Deleting one could be done by right click:
"Delete this layout"
Right click could also offer:
"rename this layout"
By this simple renaming method we could "save" (the efforts of making) a dialog
window for saving a layout...
Editing a layout is also NOT necessary 8at all),
cause you just tick another toolbar's checkbox and save the layout by
"save this layout"... and that's it...

There is already the "User Interface" menu item (in "View")
But that thing is, I IMAGINE, much more deeply embedded in the deep levels of
the program / application code.
It also involves a selection between Writer and other LO applications.
This direction is VERY-VERY complex... (as I IMAGINE)...
But it could be easily handled "locally", just in Writer by
saving and loading the toolbars "on / off" data..
