This is split off from bug 164728
attachment 198570 contains numbers formatted as percentage.
If an existing chart is created with data labels and copy-pasted into Writer,
then the values format changes from percentage to fraction.
1. Open attachment 198570
2. Copy one of the existing charts
3. Open a new Writer document and paste
-> the data labels formatting changes from percentage to hundreths.
This happens even after merging https://gerrit.libreoffice.org/c/core/+/180600
