The Options -> Appearance framework does not currently assign usable colors to
the Scroll bar widgets when os/DE 'System' are a 'Light' color mode, nor when
the appearance 'Light' radio button is selected.
os/DE in 'Dark' color mode, or the appearance 'Dark' radio button selection get
usable color values.
