I have tried it now with 'Bernadette Rough' from
https://www.fonts4free.net/bernadette-rough-font.html

The descender are printed fine. My printer is a "Epson WP-2025".

When printing with an editor shows the same problems, it is a strong indicator,
that not LibreOffice but the printer is the reason.

Perhaps you have friends, neighbors, children with a different printer and they
can borrow you the printer for testing? For testing you need of cause a PC
where LibreOffice and the fonts are installed.

Below the field. For example for me for 'Rose Of Baltirmore' the text is,
"Diese Schriftart ist nicht installiert. Die am besten passende vorhandene
Schriftart wird verwendet." And for 'Bernadette Rough', which is now installed,
the text is, "Für Ausdruch und Anzeige am Bildschirm wird die gleiche
Schriftart verwendet."

No, Microsoft has own divers for lot of hardware and the drivers that Microsoft
provides, sometimes work better for Windows 11, than the driver of the
manufacturer.
Are you sure you're using the latest Canon driver?
