Yes, that sounds plausible. It would be great of course if somebody that is
affected by the issue on Windows 11 could double-check that, i.e. test the fix
for tdf#153131, once a new enough daily build becomes available at [1].

Instructions for testing daily builds are at [2].
That would mean:

* install a daily build from 2025-02-11 or newer
* unset the environment variable SAL_ACCESSIBILITY_ENABLED again if you set
that as a workaround earlier (and reboot so the change is applied)
* check whether the issue is fixed and report back here
