Description:
I want to have a line to appear as if it being drawn from one picture to
another. If you put a Bezier curve in a somewhat horizontal orientation and
apply a left to right wipe, it should look like it is drawing the line. If you
put a duration on the Wipe effect, it treats it as a Delay and will not show
the curve for that amount of time. It just appears. It does not wipe.

Steps to Reproduce:
1.Create a Bezier curve in a somewhat horizontal orientation
2. Apply a wipe animation in a right to left direction with a duration greater
than 0.
3.See results

Actual Results:
The Bezier curve will just appear. It "might" be wiping but it is so fast that
it looks like it is just appearing. The Duration property is actually treated
like a delay. If you enter 1.5 seconds for the duration, the Bezier curve will
do nothing for 1.5 seconds and then it will just appear.

Expected Results:
The Bezier curve does not honor the wipe animation, it will just appear

And several other people have seen the same problem and it seems to be a
regression issue. Some versions display it correctly, some don't.
