I had/have the same issue using a theme of my own construction. Solution for me
was to change "Base Colour" to 'light grey' and this works fine for now.
However, on doing this the "Find Box" just above the Status Bar at the base of
the Writer window is also coloured light grey – which makes use moderately
difficult. Snap! for the Formatting Bar and other elements of the GUI
interface.

Personally I would think that having the option to directly chose the colour
for the scrollbar slider is the way to go for future builds.
