Description:
Tl;dr: If there's at least one protected sheet, it won't open Cell Style edit
screen, regardless of whether in a protected sheet or not. You need to
unprotect the protected sheet(s) in order to be able to open cell style edit
screen.

When I was trying to modify a style due to some data changes, I was unable to
open cell style edit screen via right clicking a style in style sidebar. As a
workaround, I tried to remove the old style and create a new style with the
same name. However, doing so didn't work because it keeps reviving the style I
had removed.

However, I somehow managed to open it in a fresh new sheet, and I was debugging
with a copy of the sheet that has said bug, I somehow was able to make it fixed
including that reviving removed styles issue, which eventually let me figure
out that the protected sheet(s) was causing the bug.

Steps to Reproduce:
1.Have at least one sheet protected.
2.Open a style Sidebar
3.Right-click on a style
4.Click "Modify..."

Actual Results:
It doesn't open Cell style edit screen. It also causes the removed styles to be
revived.

Expected Results:
Opens Cell style edit screen, regarldess of whether the sheet is protected or
not.
