I resolved the issue by using Chrome Remote Desktop and/or TeamViewer and I no longer have that specific setup, but I can duplicate it to see. It will take me a bit to get to it but I will report back. I looked at the code that activates the screensaver over RDP and it was a mess, hence why there was no activity, and there were comments that equated to "It's broken and we don't care to fix it."
