Right now I have to add an effect I don't want. That can't be right; and it's
just the details of the fix which need ironing out.

1. Suppose that's true. Well, so what? I can remove an effect I don't like, and
add an effect I do like. Just like I can put a rhombus object on my slide, and
if I later decide I want a round disc - I delete the rhombus and add the disc.

2. Why should I not be able to change an effect's category after adding it?
That's a choice we can choose to make, or not to make.

... but I'm starting over anyway when I change the effect type. Although, see
point (2.) above.

Absolutely not the reason. The reasons are both preventing the user from having
to do something they don't want to, which may already be sufficient; and for
making it possible to consider different animation effects - by name at least
if not more than that - before choosing one. I don't care about whether we
align with the MS-Powerpoint workflow.
