Attached document has a textbox positioned at the bottom of the first page and
set to None wrap.
When a footnote is inserted at the first page, the content below it is broken
to the next page, because the textbox has None wrap and it would be in conflict
with the new footnote.
1. Open attached document
2. insert a footnote into the first few paragraphs
-> the paragraph with the footnote is now broken to a new page, creating a lot
of empty space.

In comparison, when the document is saved as docx and opened in Word, the
footnote goes into the background of the textbox and is not considered as
content affecting the None wrapping of the box.
