i do the same with word and it works.
when ctrl v ,nothing is writen in writer
Steps to Reproduce:
1.copy text from other software and past within a writer document
redo it several time until it doest work ( 3 or 4 times)

Expected Results:
ican't copy and past anaything
Reproducible: Sometimes
User Profile Reset: No
Additional Info:
i close the writer document and open it with word. crtl V : it's ok.
