Nor can I confirm with installs on Win11.

Fresh install of Brave (Chromium based) browser from MS Windows store and set
as system default browser.

Verified Brave is set default and opens as default for other links
Opened LibreOffice 25.2.1
New Writer document
Help -> About
Click the 'Build' link showing the hash of the build
Opens that LibreOffice git.libreoffice.org link 
Help -> About and click the LibreOffice Help button
  shows LibreOffice Help not installed pop-up and then use the 'Read help
online'
F1 from document canvas likewise shows the help not installed pop-up

Downloaded and installed the LibreOffice off-line help.
Same Help -> About, and F1 selections
  local off-line help shows with Brave when set as default browser.
