This is a followup to bug 165064

Example file attachment 199469 has an image with through wrap. This setting is
imported, but the cropping algorithm was worse until 24.8 (see attachment
199469 - this was implemented sometime in 5.1) than in Word, and now it is
mostly disabled (see attachment 199690 )

Task here would be to mimic the cropping seen in Word.

1. Open attachment 199469
-> The orange area from the image is not cropped to make space for the text in
the document
