When the Quickstarter feature is not installed, the checkbox to enable /
disable it is still visible in the General tab.
1. Install LO on Windows, but disable the Quickstarter feature in the installer
2. Go to Options -> General
-> The Quickstarter checkbox is visible, even if the
instdir/program/quickstart.exe is missing.
