If such position exists in the row above/below, then it uses it when moving the cursor with up/down arrow key. If such position does not exists it still tries to use it in the next row you reach with the up/down arrow key. I think, that is more understandable and more user friendly than the current behavior of LibreOffice. LibreOffice goes to the middle of the merged range.
