Such toolbar could apply to frame holding the Context menu (i.e. a mini-toolbar), or could focus at cursor for the frame holding context activaion of a detached Toolbar. Assume the work would be done within the toolbar framework across the modules, with placement and composition of the tb or mini-toolbar dependent on context (e.g. simple popopen of standard tb, or popopen of mini-toolbar linked with and active context menu).
