Description:
After a clean installation of LibreOffice on a freshly reinstalled and fully
updated Windows 11 system, the swriter.exe and scalc.exe executables cannot be
started by a regular (local administrator) user. Attempting to start Writer or
Calc directly results in the following error message:
"You do not have sufficient privileges to access this file or function."
Oddly, launching soffice.exe with administrative rights and starting
Writer/Calc from within the LibreOffice hub works without any issues. Starting
swriter.exe directly (without elevation) fails every time.
This issue began occurring after a system previously had CCleaner and EaseUS
software installed. However, even after completely reinstalling Windows,
removing all traces of those apps, resetting permissions, and reinstalling
LibreOffice as Administrator via msiexec /i, the issue persists.
Steps to Reproduce:
1.On a clean Windows 11 system, install LibreOffice (any recent version) using
the .msi installer via msiexec /i with admin rights
2. Attempt to launch C:\Program Files\LibreOffice\program\swriter.exe as a
regular user (local administrator account)
3. Alternatively, double-click a .odt file to trigger swriter.exe
Actual Results:
Only launching soffice.exe as Administrator and using the built-in UI to start
Writer/Calc works.
Expected Results:
LibreOffice Writer and Calc should launch normally when started directly,
without requiring administrative privileges, as they have always done before.

User Profile Reset: No
Additional Info:
Problem occurs even after a complete Windows reinstall
New user accounts also experience the same issue
Process Monitor shows no access denial or missing files, only abnormal
termination of swriter.exe when run non-elevated
swriter.exe works when copied to a different location and run as Administrator
Enabling/disabling Skia had no effect
All Defender/Controlled Folder Access features were disabled
No AppLocker, SRP or WDAC rules were configured
The problem appears to relate to a system-level execution restriction tied to
swriter.exe specifically
