Description:
Creating reports in Base using either wizard or design view and adding a report
header and footer always adds this under page header / before page footer.
Report Header (ie the header for the entire report) should be above page
headers, which will appear on every page
Steps to Reproduce:
1.creating a report against and table or query using either wizard or design
view

Actual Results:
The report header/footer section always appears under/before page header/footer
Expected Results:
Expected behavior is the reverse. i.e a report header is at the top and above
pahge header
Reproducible: Always
