Description:
Vertical size changes on a frame template only apply if the size increases. If
you decrease the vertical size, the affected frames will not update, regardless
if you clicked Apply or OK when saving the the frame template changes. You can
"workaround" this by selecting a frame and then apply another frame template,
then re-applying the desired frame template.

Steps to Reproduce:
1. Create two frame templates with different sizes
2. Create two frames, and apply one frame template to each
3. Edit one of the frame templates, and increase the vertical size
4. Observe that the frame to which it applied automatically updated (normal)
5. Edit the same frame template, and decrease the vertical size
6. Observe that the frame to which it applied did not change, i.e. did not
shrink (abnormal)
7. Select the frame in question and apply the other template; then re-apply the
first template
8. Observe that the frame in question updated to reflect the changes in #5
above (workaround)

Actual Results:
Frames do not automatically update when their frame template vertical sizes are
decreased.

Expected Results:
Frames should automatically update when their frame template vertical sizes are
decreased, just like they do when the vertical sizes are increased.

already fixed).
