what i had said earlier reverses if i set my computer power profile to 
performance.

if i use a second monitor, LibreOffice has no scrolling issues at all on the
second monitor regardless of whether hardware acceleration is on or off

the second monitor uses an nvidia gpu and the primary monitor uses an amd gpu
since i use a laptop with an amd cpu 


so the scrolling issues only show up on the primary monitor driven by an amd
gpu.

the secondary monitor is running at 100 hz, 1920x1080 with 100% scaling.
Secondary monitor is running at the same resolution but at 165hz and with 125%
scaling.
