The saving here includes not only manual saves but also auto saves (Tools -> Options -> Load/Save -> General -> Save AutoRecovery information every). Testing with a new Writer file and seeing a blank Calc file open as expected is likely because the auto save interval set has not yet elapsed, so there is no saved content. After allowing the specified time to pass and then closing Writer, the issue could be reproduced even with a new Writer file. Also, when I tried using Impress shortcuts instead of Calc shortcuts, the same issue occurred.
