I tried to reproduce this bug in

Version: 25.2.2.2 (X86_64) / LibreOffice Community
Build ID: 520(Build:2)
CPU threads: 4; OS: Linux 6.8; UI render: default; VCL: gtk3
Locale: fi-FI (fi_FI.UTF-8); UI: en-US
Ubuntu package version: 4:25.2.2-0ubuntu0.22.04.1~lo3
Calc: threaded

I was able to rotate a square. After I had inserted the square I clicked it and
then I clicked one of the small green resizing squares on the edge of the
square object. After this the green resizing squares disappeared and small gray
circles appeared around the square object. When I moved the mouse cursor over
the small gray circle that was on the corner of the square object the mouse
cursor changed to a rotation symbol and I was able to rotate the square.

So I guess this bug doesn't appear in version 25.2.2.2.
