WritingTool competes both with other *grammar checkers*, and with other
*spelling checkers*. When you open "Available Language Modules"' Edit button in
bibisect version, where there's no LightProof (excluded from bibisect repos,
together with dictionaries, to save space), you see that WritingTools is
checked in both sections. But in normal case, where LightProof is pre-installed
and active, installing WritingTool doesn't enable it under "Grammar". Enabling
it would fix the issue.

I see the same "problem" in 24.8.0.3 - I would say, it is expected and normal.
I don't know why it works for Nate in comment 1 - a guess is, that they have it
configured in a way that enabled WritingTool in "Grammar". Either manually, or
by use of a version without dictionaries. Or it may work for some languages,
and not for others (you may see that Edit Modules dialog configures the modules
per language; you may have WritingTool enabled for language A, and not for
language B).

I don't think it's a bug. Or maybe not our bug. Installing WritingTool, it is
not a responsibility of LibreOffice to re-configure its writing modules in a
way to enable WritingTool under each category, for each language. LibreOffice
cannot know, what is the intention of the extension. So if needed, the
requested automatic configuration is the responsibility of WritingTool.
