For me, nothing happens when I press Alt+Shift+Up_arrow or
Alt+Shift+Down_arrow, neither in the "Slides" pane, nor in the dedicated "View"
-> "Slide Sorter". Just to be sure I'm trying the right thing, can you please
attach a screencast of the issue?

That should be fixed in the meanwhile, see tdf#164380.
