Hello Andrew,
trying again with 25.2.4, the problem is still there. 

To reproduce, please go step-by-step:
- open a file with a 3D-chart
- select the chart and enter edit mode, e.g. by double click
- open the dialog 3D View e.g. by Format > 3D View
- change to the tab Perspective, normally one of the options is marked e.g. by
an orange border
- close the dialog 3D View again 
- open the dialog 3D View once more e.g. by Format > 3D View (the Perspective
tab is already selected) and have a look at the dialog before you do any click:
   _no_ option is marked with an orange border, you can not step to any option
with the TAB key, and you can not change to a different dialog tab with the TAB
key, you even can not leave the dialog with the ESC key
