For what it is worth, just watched a Windows 11 (23H2) update to Windows 11
(24H2), and sure enough the first run of Windows updates rolled back the WDDM
3.1 display driver to a WDDM 2.7 driver.  

Intel Iris Graphics started from 23H2 with the Intel recommended 31.0.101.2135
WDDM 3.1 compliant driver and was rolled back to the Windows Update provided
27.20.100.8853 WDDM 2.7 driver.

Users having issues with the skia/Vulkan rendering should check update of their
GPU drivers.

Intel posts a KB item with a workaround to prevent roll back:
