The "Evenly distribute contents to all columns" is checked active by default.
Is that your issue?

Otherwise, can not confirm on Win x64 build. Opening the sample document,
appears as expected.

The two-column section does not expand vertically and two columns remain
balanced with content. The empty space (within page margins) remains at bottom
of page, the paragraph below the Section columns is present on the page.

Adding additional text to the end of the section, expands the section evenly to
bottom of page, and then onto the next page as more content is added. But
content of the two columns remains balanced.

Check the Format -> Sections... "Edit Sections" dialog. Select the section
'Seção1' and then click the "Options" button at the bottom. On the "Columns"
tab verify the setting for the "Evenly distribute contents to all columns".
