Description:
in outline mode the TAB key will increase the outline level. The Shift-TAB
should go back to line up with the previous outline level. It does not. It puts
the right outline number but it is not aligned properly

Steps to Reproduce:
1. turn on outline mode
2. type first line then press ENTER to add another outline number
3. Press TAB to go to the next level of outline. 
4. Press SHift-TAB to step back in the level of outline. Notice it does not
align correctly but it does change the number correctly. 

Actual Results:

Expected Results:
When pressing the SHIFT-TAB the outline level should align with the previous
