Sure, it's resource issue. Yes, I'm using old machine (>10 years) with mid-end CPU at the time. So I surely notice this kind of quicker. Being a resource issue is the case of most of the performance bugs. If you throw enough resources at it, mostly appears to be fine. I initially stated that it's not seen on macOS. Well this isn't totally true: with Instruments CPU profiler attached I can surely observe the performance issue when dragging (Intel macbook). And it can be seen on the CPU profile aswell.
