I have been regularly upgrading Libre Office since then. My current version is
Version 3.6.6.2 (Build ID: f969faf). I have had experienced no problems
upgrading LO since 3.6.3.? It is my guess that the problem is resolved.

Something like a firewall? Was installed before LO?"

I don't know what the "Intel(R) Dynamic Application Loader Host Interface

does.  
Yes, it was factory installed when I bought the computer. I was able to install
LO 3.6.1.? with no problems. I had to temporarily disable the service to
install 3.6.2.?. I have experienced no conflict with the service and later
releases of LO since.
