[Bug 126111] Font fallback is applied to Private Use Area (PUA) characters

I tried to disable glyph fallback for PUA codepoints in
https://gerrit.libreoffice.org/c/core/+/187012, but I found out that my initial
analysis was mistaken. At least on Linux and macOS, the change makes no
difference. If the requested fonts are available, no fallback seems to happen,
only if the font is not available does fallback happen. May be it is different
on Windows, but I can’t currently build on Windows to verify it.
