Reinstate unavailable in context menu if word not recognized by dictionary
Steps to Reproduce:
1. Open Writer (English document language)
2. Type: Hallo Wereld
3. Edit -> Track Changes -> Record
4. Delete Hallo
5. Right Click 'Hallo'
6. You can only pick Accept or reject
Actual Results:
Reinstate unavailable
