Description:
If I use the the "Borders" button on the "Table" tab in the Ribbon to change
the border of a cell (e.g. add borders to a cells that doesn't have them or
remove from one that does) whose cell padding is *less* than the default value
of 0.04" (e.g. 0.00" or 0.02"), then the cell padding value is automatically
changed to a uniform 0.04". 

Steps to Reproduce:
1. Create a table of any size.
2. Set the cell padding to a 0.00".
3. Using the "Borders" button on the "Table" tab in the Ribbon, remove the cell
border from one or more cells in the table.


Actual Results:
In all affected cells, the cell padding is automatically set to a uniform
0.04". 

Furthermore, in the "Borders" tab of the "Table Properties" dialog, the
"Synchronize" option under the "Padding" section is automatically selected,
regardless of its previous setting.

Expected Results:
Nothing would be changed that I have not explicitly changed.

Additional Info:
When changing the borders from the "Borders" tab of the "Table Properties"
dialog, where the cell padding values also reside, the cell padding remains at
whatever value it is currently (as it should).
