I see what you described in comment #40: you get a separate print job for each paper size change. Even both Apple's Preview and Microsoft Word just print one print job using the same paper size as the first page for all pages. So, I would conclude that the macOS print subsystem is limited to one page size per print job. Note: Microsoft Word can open an .odt file but Preview cannot. So, to test in Preview, I opened my Writer document and selected LibreOffice's File > Export As > Export as PDF menu item. Then, I opened the exported PDF in Preview. The PDF's page size look correct but when printing in Preview, both the print dialog and the output will all be one paper size.
