There is no number 2 for the empty paragraph between the first and second
tables.
Removing the first table (put cursor somewhere inside it, Table->Delete->Table)
makes the number appear.
The problem is, that the empty paragraph line is considered a "dummy" (used for
fly); it is decided in SwLineLayout::CalcLine, and checked in
SwTextFrame::PaintExtraData.
