1) open LibreDraw, set the unit of measurement to anything other than CM
(options -> libraoffice draw -> general)
2) Add a drawing from shapes.  Select the shape, use f4 or right-click ->
'position and size' to open the position and size window.  The measurements
should be in your chosen unit.
3) use the gallery to import an image.  Select either the image or the shape,
use f4 or right-click -> 'position and size' to open the position and size
window.  The unit of measurement will now be in CM.

Saving and reloading the document or resetting the unit of measurement will
correct the issue, but the same thing will happen when another image is added
from the gallery.

Please see attachment, note that the document is supposed to be in inches (see
the ruler at the top) but the position and size window is in CM.
