Description:
If I have a group (of either rows or cols) and I want to add to it another set
of rows, which are adjaced to that initial group, it looks like the only way to
do it is to destroy the initial group and create a larger group anew.

I think the better behavior is to have the adjacent group of rows be merged
into the existing group, because:

- grouping is, IMO, usually done to hide too many similar rows (or columns) BUT
leaving a vew visible: these, indirectly, explain the hidden rows. 
So if instead you group an adjacent set of rows (below and existing group
above) then collapse, it is left without any explanatory visible rows for the 
second group

- the behaviour I'm asking for is also in Excel and Google Sheets

Finally, if you do not agree with this change, can you please create a new
function to group-merge into the existing group above/below? 

Steps to Reproduce:
1.Select rows 2-3
2.Press F12 to group (or Menu > Data > Group and Outline > Group)
3.Select row  4
2. Press F12 to group

Actual Results:
Row 4 is grouped in its own separate group

Expected Results:
Row 4 to be merged into the existing group above , enlarging that group
