Asking as an end user, is there any chance that the tabbed or Notebookbar view
will come to work with plugins that provides a toolbar, but which do not has
special code for other than the normal toolbar?

As a case study, consider the Zotero plugin, described in bug 101704. In
overview:

Zotero is an open source program for managing references, a task that is very
important if you are using LibreOffice (or other programs) for scientific
writing. Zotero comes with plugins for both MS Word and LibreOffice, to create
a Zotero toolbar. This toolbar works fine with classic LO view, but it
disappears if the user switch to Notebookbar or tabbed view.

This has been reported at the Zotero discussion forum since 2018,
https://forums.zotero.org/discussion/comment/360733#Comment_360733 where the
conclusion from 2023 was:

"LibreOffice has thousands of extensions and expecting them all to issue
updates for an optional cosmetic change is simply not reasonable, and also will
almost certainly not be required once enough extension users request support
from the Document Foundation themselves.
You should encourage LibreOffice developers to support this without extension
developers having to issue updates for their plugins."

Such a conclusion does not sound unfair. In any case, Zotero still does not
come with an plugin that will work with other than the classic toolbar (which
is a main reason why I myself still have not seriously tried out other views
than the classic toolbar view).

There must surely be other examples. So: Is there any chance for an automatic
solution that does not REQUIRE developers of plugins to make special
programming (even it it could ALLOW them to finetune the result by makings
special programming)?

Written by an end-user who is trying to be hopeful...
