I'm lost.

How could LibreOffice possibly know that you are trying to create a list. And
how could it possibly know that the second line is supposed to be considered
part of the same list entry (considering that you have introduced a carriage
return).

NOTABUG: LO is not a mind-reader. It should only produce exactly what you type.

Caveat: There IS an option to turn on autoformat (Tools - Autocorrect - Options
dialog - Options tab - "Bulleted and Numbered Lists. ..."). Turning that on
will detect "1. " and start a real numbered list for you.  In that case you
would get:
1. This is the first line.
2. <and now you can type "This is the second line">
