Description:
In Writer, the TOC randomly stops providing hyperlinks (Ctrl+Click does not
work). This happens even when I have not edited the document at all.
If I update the TOC (right-click on TOC and select Update Table of Contents),
it starts working.
But after a few minutes, it randomly stops again.
Steps to Reproduce:
1. CTRL+Click on a TOC entry a few times. It stops responding even if the
document is not edited at all.
2. Right-click on the TOC, and select the "Update Table of Contents" option.
3. The TOC starts responding again. But only for a few minutes.

Expected Results:
The hyperlinks in the TOC should work, especially when the document is not
edited at all.
