It is self-evident and normal that cells with validation rules cannot accept invalid values. For cells without validation rules, there should be no restrictions on input, meaning all values should be acceptable. However, the author states in various places that they "cannot input in/to all (other) cells". In other words, the author reports that "I cannot input any values into cells that do not have validity settings" and is troubled by it.
