This lead me to testing kf6 UI with SAL_VCL_QT_USE_WELDED_WIDGETS=1 and right-clicking gave me the URL copying item there as well. So I would say that this will naturally get solved when we move to native widgets on Windows. Realistically, it might be with Qt on Windows as Microsoft has given up on providing a native UI toolkit with C++ support.
