Description:
I was trying to add an "add note" shortcut with CTRL+' as I used to do on other
LO versions. When I got here, I realized that wasn't possible on the options
because the system doesn't recognize it as any valid

Steps to Reproduce:
1.Open native libreOffice Writer on Debian 13  
2.Go to Tools > Settings
3.Go to Keyboard section. the shortcut should be above CTRL+[ but there is just
an empty space where ' should be

Actual Results:
I just can't use this shortcut that I used as a regular footnote option in my
previous versions

Expected Results:
I should be able to assign ctrl+' as an "add note" command.
