Description:
UI: When nothing is selected, the top bar isn't there. This seems fine at
first, but when something then is selected and the top bar appears, the entire
document moves down to fit the bar. Then, when that thing is unselected, the
top bar disappears, moving the entire document back up.
Steps to Reproduce:
1. Open a document.
Actual Results:
There should at least be an empty top bar or an empty space where a bar is
going to be.
Expected Results:
There is no top bar.
Reproducible: Always
User Profile Reset: No
