This bug concerns the "Default Languages for Documents" configuration, in
Options->Languages and Locales->General.

Currently, when users want to configure the languages they use for document
editing, they must manipulate a cluster of widgets:

- Checkbox to enable Asian features
- Checkbox to enable complex text layout features
- Dropdown to select a single Western language
- Dropdown to select a single Asian language
- Dropdown to select a single complex text layout language

Instead, I suggest we replace this user interface with the following:

- A single list of proofing languages
- Users can add any number of languages to the list
- Users can prioritize proofing languages by moving them up and down the list
- The language at the top of the list is the preferred proofing language

This configuration should be exposed for future feature development, but in the
short term I suggest the following semantics:

- The presence of an Asian/CTL language in the list is treated as if the
corresponding checkbox in the current UI is checked
- The highest-priority Western/Asian/CTL language in the list is treated as if
the corresponding dropdown in the current UI is set to that language
